My dear Mrs. Elmer:
It is my privilege to forward to you an accolade from the President of the United States, in memory of your son, Richard Stoddard Elmer, Coxswain, United States Coast Guard.
This award is made to you as a tribute to your son's sacrifice in the service of his country.
May it serve in some small measure as a lasting memorial and a tangible manifestation of the Government's grateful recognition of his faithful and unselfish performance of duty.
